陳水扁的「四不一沒有」，明確表示不會推動改變現狀的統獨公投，也沒有廢除《國統綱領》與國統會的問題；相較只隱晦提及《憲法》、《兩岸人民關係條例》、九二事實的蔡英文，扁的演說明顯釋放更多善意。

但為何陳水扁最終走向公投制憲、入聯公投和一邊一國？就是因第一任施政成績不佳，經濟無法提振，最終決定轉移焦點，改將重點放在操弄政治意識型態，以爭取基本盤的支持。

當前經濟環境更不好，兩岸兩會聯繫停擺，已經衝擊到ECFA後續協商和陸客來台，行政院長林全更曾說，今年GDP「保1恐怕是做不到」。扁政府治理不佳、轉而操弄政治的殷鑑不遠，蔡政府當記取教訓。
